Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.

There are a lot of sites that accept sepa payments and the fees might be way less than the people who are selling here.

What are sepa payments? Are they only available to be taken from European banks or can any bank accept them?

If you are selling bitcoins then I would be interested in buying some.
