There's a project like that already (https://reinproject.org) which utilizes multisignature addresses and a mediator to settle disputes

I am not understanding what OP exactly trying to say. first I though he's a programmer and offering his programming skills for 500 to $1000. but after reading that I think he's trying to promote a website. but I am unable to see any website in the thread, and than he said find the website from the web. what does all that mean?
