Don't know what you mean by cheap as most registrars are usually around the same price, but the best one that I've used for bitcoin would have to be NameCheap.com, domains are the same price as others and they deliver some good add-ons with purchase of a domain without extra costs.

I use namecheap.com through their price is regular in the normal days, still I think it is cheaper than many others. And they also launch many coupons every now and then so you can get the domain at a very cheap price.
