Appears to be, since their information is outdated, and their last tweet was tweeted in April of 2016. Personally I would not go near this site with my money, since it appears to be dead. If you are looking to trade worthless coins such as the ones listed in askcoin, I suggest (at your own risk) go to YoBit. However, if you are looking for a quality exchange, go no further than Poloniex or Bittrex!
