据日媒报道称，日本文部科学省14日公布了中小学新版“学习指导要领”，首次明确要求在中小学社会课程中指出钓鱼岛是日固有领土。在15日举行的外交部例行记者会上，外交部发言人耿爽就此事回应称，中方在钓鱼岛问题上的立场是一贯的，明确的。钓鱼岛及其附属岛屿是中国的固有领土，中方维护领土主权的决心和意志坚定不移。无论日方说什么，做什么，都改变不了钓鱼岛属于中国的事实。
耿爽表示，我们敦促日方尊重历史事实，停止挑衅，以正确的历史观教育年轻一代，以实际行动体现改善中日关系的诚意。

日本共同社2月14日报道称，日本文部科学省14日公布了中小学下期“学习指导要领”修正案。修正案在中小学社会课程中首次明确提出日韩争议领土独岛及中国钓鱼岛属日本“固有领土”。对此，韩国外交部当天召见了日本驻韩大使馆公使铃木秀生，向其提出抗议。
