Yeah. the blockchain is controlled by users voting.
It's still an ico you will need to buy a package to enter into voting,it's similar in a way to Icobid,there is no wallet to run or coin to distribute it's more like an investment program than a crypto currency,I wonder how can this project get into exchange I cannot figure out if this is indeed a crypto currency,or I am just missing something..
