Your ranks level (newbie) is not sufficient to have the signature for your account.   Signature/Avatars are allowed from Full Member status and up only.   
Full member status is achieved only after you account reaches 120 activity.  To understand what is activity and account ranking check following thread:

You can have a signature no matter what rank you are.
But higher ranks have fewer limitations in regards to BBcode features and sizes.
