how do I move USD from GOX to BTC-E (not using BTC)

to elminate the "just use btc" consider this is for the sake of arbitrage.

OKPAY is NOT listed as a withdrawal method on MTGOX anymore.

How do I move my USD (NOT BTC) from MTGOX to BTC-E now that OKPAY is not an approved withdrawal method for MTGOX?

Options for USD are DWOLLA and BANK TRANSFER.

Can I send DWOLLA to OKPAY?  
Is my OKPAY considered a bank account that I can make a bank transfer to?

BTC-E lists OKPAY and BITINSTANT as a funding method, but BITINSTANT.COM doesn't list BTC-E as a "pay-to" option.

I think you will have to move the cash elsewhere, then into OKPAY. I asked Bitinstant and they are not presently doing pay into BTC-e.
