It says in newbie instructions that I need 5 posts and 4 hours online to get out of newbie restrictions, but I have more than that but still I am a newbie..

It took me a while to even realize what was going on with the whole newbie status.

It takes up to 10 minutes for you to be promoted automatically once you meet the requirements.
