If you really want to make a war game then you must consider making a competition. In every country there must be a competition and to join they must pay a registration fee in the form of bitcoin. And as they won the number of bitcoins in their account will increase allowing them to cashout the 50% and use the remaining 50% for upgrades of their weaponry. After winning the national contest then they are ready to go to battle against other countries and the price of course will be in form of bitcoins, a million worth of bitcoins.
