The first inter-blockchain exchange was implemented in Burstcoin as early as 2014, and it is working in Burst and Qora since 2015 without problems (as it is not vulnerable to malleability attacks). It is based on TierNolan's ACCT system and CIYAM's Automated Transaction smart contract protocol (one of the most underrated technologies in the cryptocurrency business, as it precedes Ethereum and is similarly powerful).
Unfortunately the CIYAM ACCT has never been ported to Bitcoin (it would have required a new opcode called OP_CHECKSTATE). So Blocknet's protocol may "win" in the end (or lose to Lightning Network that can do the same).
