Look into moneypot, they are essentially doing what you're describing. Faucet sites are often taken down as junk services due to junk traffic for advertisers.

What exactly you mean by 'as a service' here? How it is different that standard faucet implemented on basically every dice site I know?
We have some some services where this concept is reversed and faucet is backed by games.

look at freebitco.in they run a faucet with dice game and i can call that they are little bit successfull since they still running at this point eventhough they doesn't have an adsense advertisement that can generate them a good profits. And also think they got players since they still managed to handle their site eventhough they been criticized by many people due to their high house edge.

Not exactly. You can think the SAAS (software as a service) concept is similar to wordpress.org that offers a hosted blog service. Anyone who wants to own a blog but does not want to deal with the technicalities, can get his own blog site through their service.

Similarly, I am talking about a service that allows anyone who wants to own a dice/faucet website to have one. They will pay a monthly subscription fee and they will be provided with a fully functional website.  They do not have to worry about the code or the hosting, all they care about is how to run their site.

There are many sites that present such services. You have to do something different than the others. You have to give them innovations so people can use your platform.

It can also be useful to set a good advertising budget. You need to be able to compete with your competitors.

but in all seriousness,have you tried reading this forum or googling?
there are literally dozens of sites that combine dice and faucet (primedice.com,bitsler.com,duckdice.io to name a few) and hundreds that are faucets but provide some limited dice functionality
(freebico.in,faucetgame.com etc.)
there is no chance to get a good start in this market (dice bitcoin gambling) unless you have a revolutionary idea or at least a lot of coins and a group of coders to back it up
the competition is so fierce that even the mostt established sites have to fight over customers and hold giveaways and spend big coins on ads
but if you want some sort of a faucet site with dice as a game,you could be doing just fine,but the profits wil be very low
there are no faucet sites nowadays that earn > 2.000-3.000 USD a month ,since Adsense is banning faucet accounts and no bitcoin ad network
