So I have access to all of this latent CPU power -- http://imgur.com/a/xZGFQ which sits there and doesn't even break 4% because it runs some outdated pervasive SQL program. Does anyone know of any software out there capable of utilizing this?

Not for BTC, that time's way past.  You might ask in the alt coin section and see what available there.

Mining BTC with CPU isn't possible but you can try mining some CPU based altcoins, below is list of CPU coins

I noticed I can mine fairly well if I use the CryptoNight algorithm... I would gladly tip anyone who would be willing to hook me up with the appropriate software and config (and teach me how to manipulate the config file). I'm pretty new to the mining scene so I'm still trying to understand how it all ties together.

you can mine xmr (monero) with that 64 core , im not sure what has rate that 64 core can produce. and im not sure Claymore's CPU Miner can handle all the 64 core ..

with Claymore's CryptoNote Windows CPU Miner v3.5 you can mine :
XMR/QCN/BCN/FCN/Aeon/Duck/Dash/OEC/MCN/ORION

You need to create a wallet first for your mined xmr's
for example : https://freewallet.org/

im using 8 core on  Xeon-E5-2666v3 it give me around 350H/s , that is making around 17$ a month right now with current difficulty and xmr/usd exchange rate .
if im using 10 core on the same cpu for xmr mining i can get + 500H/s , that is making around 24.5$ a month right now with current difficulty and xmr/usd exchange rate .

Is that a 4 socket system, or a Xeon Phi?
