The blockchain does not store IP addresses. The service blockchain.info however does. They operate a node, and other nodes connect to their node. When a transaction or block is sent to them, they record the IP address of the node that relayed the block or transaction. This IP address is almost definitely not the IP address of the node which created the transaction.
The IP address search feature allows you to lookup what transactions or blocks an IP address relayed to blockchain.info.
Does this mean that someone who has interest in tracking my activities like government or private agencies can see what my real IP is when I am sending a transaction from which ever wallet I am using ? If that is so should I use a Virtual Private Network service to better protect myself against such agencies ?
any entity or agency that has interest in monitoring what you do will know well before it confirms on the block chain that you have sent it! sniffing and snooping on someone means using above average style technique ,knowledge and software to monitor that person

no matter how you try you cannot stop them from doing this and using tor is ridiculous and protects you only from websites you visit!
your ip issued by an ISP is what they watch ipv4 or ipv6 is an internal local area network address , so only others from your same home network can use this to identify you while your actual ISP provided IP IS HOW A PERSON GETS TRACKED
EXAMPLE = they will track your online gambling obsession ... does that ring a bell?
