Specs:
ASRock Fatal1ty B250 GAMING K4
Intel G3930 Kaby Lake Dual-Core 2.9 GHz LGA 1151
EVGA Supernova G3 1000W
6x RX470 armor edition w/ PCIe VER 006 PCI-E 16x to 1x Powered Riser Adapter Card
120gb ssd
8gb ddr4 2133

I have 6gpus connected, 3 of which are getting the error "This device cannot find enough free resources that it can use. (Code 12)"

Ive heard of disabling some things in the bios that arent required for mining but i was looking for a 2nd opinion.

Ive heard of disabling some things in the bios that arent required for mining but i was looking for a 2nd opinion.

that means you are probably run out from available pci lanes ... try set pci-e in your bios to GEN 1  , also if you have a option try to set "above 4g decoding" to enable .
Also disable any unused peripherals in bios ... sound card , wifi whatever you are not using
Might have change pci speed to 8x 8 x 4 or something similar , im not sure what your mobo supporting

i shouldve just waited until the r2.0s were back in stock lol done goofed. But i changed 3 of them to that earlier, ill change them all to that and be back w a response shortly

Are you using Windows 10 with 16 GB virtual memory?

Agreed with xxcsu, pci lane problem.
In addition to setting pcie to GEN 1, you should check if you use your mobo's latest BIOS i know that on Skylake mobos (Z170), the recent BIOS updates solved these kind of problem.

I have tried changing it to 16gb of virtual mem, didnt work. also gen 1 pcie lanes didnt work but i havent done it since i updated bios. ill give it a go again

I have same MB B250 Gmaing K4 now 5GPUs work well.But 6GPUs can not work.

Could you share your configuration to me?

you need to increase page file size, to 32MB at least, soem algo require even 64MB, go in system protection, advanced setting(performance), advanced, change and set 32GB, min and max
