What can I do to speed these things up?  I have two PowerColor 4GB Rx480 Red Dragons installed on an H97 ASRocks MB.  Each is getting between 21 and 22 mh/s.  I've tried changing the memory settings in WattMan to set "Memory" speed to 2020.  I'm mining ETH using Claymore.  Any tips?  I've read these should be able to get 25-28 mh/s each.

There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, but full nodes are more resource-heavy, and they must do a lengthy initial syncing process. As a result, lightweight clients with somewhat less security are commonly used.

Which kind of memory does thing cards have?

You should lower timings, there are plenty of guides about it.

For more hash you need a custom bios rom! Normal they do 22-25 MH/s depending on the card!

It takes more time to extract the bios from your card and sent it to someone than to mod it yourself.
Anyway feel free to PM me if you really can not do it yourself
