It's hard to give a definitive answer, but some of the main ones are Bitstamp, Bitfinex, BTC-E and Kraken.  None of them have a history of struggling with withdrawals, but at any point your Bitcoin (which they hold for you) could be at risk so make sure to take it out into a software or hardware wallet after buying (or if you're trading, only keep in what you need).

Actually many safe exchangers out there are like kraken, bitstamp, coinbase
and other exchangers for bitcoin exchangers
for the altcoins trusted and safe exchangers poloniex and bittrex,
they are the best exchangers at least in my experience.
