As far as i know, to list a coin to an exchanger, don't cost 4BTC.
You don't give any info about your project / coin and if you want people money, i think that you will need to share some more details.

Well if he already have an exchanger for his coin then why is he asking for such a loan. And if he manipulate the price of his coin then he can surely manipulate the coin he'll be using as collateral.

Yes, the same dev with MAKE coin, Cashout and some other dead coins and projects...
I wonder if anyone will fall on this trap. I also wonder, after so many attempts from Op to manipulate projects, why he is still untagged.
