As long as you keep the volume of transactions below certain levels and don't use it for drugs or illegal stuff it should be ok.

That sounds terribly illegal, for a few reasons.

What he is doing is illegal and would never suggest buying a bank account from anyone. All it would take is for him to receive the money then close the account (or report fraud on it) and youre at a lost as well as possibly be in legal trouble (even if you have screenshots and messages).
