If you have no coding experience at all, you can try using paid services such as Wix.

well first you should start learning to use photoshop, learn about shape vectors, ui and ux managment and stuff of that matter, then go to youtube and see about all the diffrent tools the rendering menu offers and then you can have the knowlage to go web

Use dreamweaver application to design a website
But you must know the basic HTML,CSS and Javascript for better result.
Or just search in youtube some tutorials of web designing.
