I am new to mining. How much do i need to invest in genesis mining to generate 1500-2000 USD per month mining altcoins like ethereum or dash?

You just buy useless thing, Try to buy the GPU and mine both of the coin ethereum and dash directly. You'll never see a profit from buying the genesis mining hashrate which mean your effort will be useless in the future and you're just waste a lot of your money and give them a free loan. Never try to buy it or you'll lose your money and never see your ROI.

If I were you don't try to invest in cloud mining sites because most of them will turn to scam in the long run even if they we're saying that they are legit don't trust easily.

I tried hashnest.com in the middle of this month, and I earned 0.02btc. Now I've quit from it since I don't have much time to watch the price.
So my suggestion: if you want to try cloud mining, you need to have time to watch the price because you need to do fast action due to the price changes.
You earn if you do the right action, lose if you just leave it there.
