why i asked was i use Bitcoin core client have for years till now i never really had so much trouble sending bitcoins, i receive them with out issue .. i only went by what the core recommend so i set it to fast which says 2 block in about 20 mins i know that 20 mins can be four hours or more, just wanted to make sure what the core recommend or what i set it to with bitcoin core client is safe ..Id rather run the core on one of my PCs, i have a 1TB HARD drive just for it ...

Just checked out the tx and seems that it confirmed 3 blocks after the tx was made, and "only" after 32 minutes. You probably already know about bitcoinfees.21.co but they also give an updated fastest and cheapest (or rather, most value for fee) fee recommendation which I've found is pretty accurate *before* making the tx.
