looking into mining either LTC or ETH

at this stage of the game for LTC and ETH is it still practical for one to join the mining game
while adhering to a somewhat strict budget...and if so what hardware is remaining in contention with the mining world
what kind of h/s is needed to stay in contention while solo mining vs. pool mining
apologies for being redundant and ignorant
