So I like to use just that. But I cannot find AMD catalyst center version 16.11

Where can I get that? Is that a driver?

And what should I do if I can't find it?

Are you trying to use a modded BIOS but it doesn't work because of the signature check? If so, this will help you out: https://www.techpowerup.com/228536/amd-bios-signature-check-re-enabled-with-relive-locks-out-polaris-bios-modders

I saw Crimson 16.11.5 I do not see Catalyst 16.11.5

Does Crimson 16.11.5 check signature?
