But what is the premise of Viacoin? How is it different in laymen speak than litecoin or others with more marketing / awareness?

This isnt a P&D project, as you can see a number of well trusted members are backing this project.. some of us remember when BTC was $10

Buy support just went up by 20%. Seems like VIA is getting more attention each day. Guess it's a good time to buy!
