Why do you only talk about IP? Any computer leaves traces not only in the form of IP addresses. I am sure that the CIA has ways more reliable tracking than computer IP address. Especially that Russian hackers may be in any state.

I think he wanted to say that NATO may occupy Kaliningrad. But I don't see reasons why to do that. NATO forces in eastern Europe countries are only for defence. Only Russia is making provocatiobs, such like their jetfighters flying into NATO air zone often.

Where did you get this information? If intelligence agencies know that radical Islamists leave the country, it is not easier to catch them at the border and put in jail?
