There are several different types of Bitcoin clients. Hybrid server-assisted clients like Electrum get a lot of their network information from centralized servers, but they also check the server's results using blockchain header data. This is perhaps somewhat more secure than either server-assisted clients or header-only clients.

But from what i notice often(or maybe always), they don't get their account back. So what is the use of it? Undecided

To verify your ownership of the account.  Say for example that you post a signed message from a Bitcoin address and someone else quotes it so that it can't be deleted.  Then if your account gets hacked, you can say that it was, sign a message from the new account and show an admin the message on your old account, at which point they should give your account back as you have verified your ownership of it (and even if they don't give you your account back it'll be flagged which will remove most uses for the hacker).

There is a chance that you will recover your account.
Without a staked (or unedited) address, the probability falls to zero.

If you can sign a message from a staked address/or an old one,  then you'll get your account back.
So, make sure to stake an address.

Create a thread in meta, explain what happened, sign a message from the staked address, then wait.
It could take weeks, or maybe even months?
It'd depend on whether the global mod (I think it was Cyrus) has time.
If it's taking reallly long then maybe send them a PM. Or ask help from the mods on what to do.
