Those 10$ are not given by that website (freebiebitcoin.com).
You could say that there is only a landing page. They promote their referral link from Coinbase.
Coinbase offers free 10$ when you open a wallet and buy (minimum) 100$ in BTC.

I find same thread in other bitcoin forum too,giving 10$ btc for nothing is impossible this is 100% scam site.
I clicked on the link it said to signup on coinbase
