Would it be developed by NEM or would you work on getting it integrated in current proven hardware wallets?

I would love integration in something like Trezor. It already supports certain altcoins, so I bet they are more than happy to work with you if you take care of a client that works with their hardware.

any integration to any hwallet is a good news for everybody
 personally i will go for trezor because it looks like nem logo
