How Many cards will it run

It depends on how many PCI-Express X16 slots it has, the more it has the more cards it will hold. If it doesn't a good case can help you as you can put your case one level above the motherboard or one level below with PCIE-Extenders and some risers. Anything has a solution in building an altcoin rig.

Uses 130 watts. Depending on slots like the guy above me said it might be worth it but I would say no as that much additional power could already be an RX 470 or 480. Generally aim for a low power consuming CPU like a Pentium or Celeron and ~4GB of the cheapest RAM you can get. It has two PCIe and an X1 or X8 somewhere on there, you'd likely be able to get up to six with a splitter.
