Dude 0.002 is pretty expensive. Do you have a website for this? Instead of paying .002 I would rather Follow Poloniex, Bittrex, Yobit and other crypto currency sites in their twitters to know which coins are newly added.

I don’t know about hitting the exchanges but ICO times and other announcements are published as a calendar here https://cyber.fund/radar , I don’t think it is EXACTLY what you are looking for but you can check these and hope for the best without spending any coins.
