This doesn't looks like an decreased fee. From which wallet you send the bitcoin and blockchain gives very fast confirmation for the quoted transaction fee. Better check with your​ transaction insight information. If you get the details of the send amount under the unconfirmed transaction list no need to worry. Soon you'll get the confirmation.

According to my friends that is the disadvantage of using electrum based wallets I did not confirm it but I want to share it since you opened up this topic. There are cases that when you placed a small amount of miner fee there are tendencies that your satoshi will be delayed for a long period of time and sometimes it will no longer come in. It is much better to use web wallet since even with a small miner fee you can actually receive your satoshi in your wallet.

I can't find this transaction on blockexplorers (check blockchain.info and blockcypher) that means the transaction has been forgotten by the network or in other words dropped out of mempool.

in other other words, the funds are back in your wallet and you can sped them again.

this time go to electrum settings and choose dynamic fee and then use that slider to push all the way to the top (right) to get the max fee or something higher than the previous one so that it gets confirmed.

Since you are using electrum based wallet this might be important because rules are different. For example Xapo has warning about longer period for confirmation for small transactions. I also think that with recommended fee you can't make mistake but with very low ones there could be issues sometimes.

Actually chain.so still has it. From what I see he has spent 10 sat/byte.
I don't know an easy way to double spend; the usually proposed way is with Bitcoin Core and I certainly don't have the patience to explain if he didn't have the patience to do a google search before asking a question that's asked almost daily.

With this fee it would hazardous to estimate "how much more", but according to https://btc.com/stats/unconfirmed-tx it could be in some 12-24h unless it's dropped completely by the network and returns to your wallet.
(OP, if you go to the site I've shown you, you'll see that the network was very busy last few days, so the fee was way too low.)

well it is not confirmed yet, that part is for sure. and if ViaBTC accepted it that means they still have it in "their mempool" which means if you saw the words "Acceleration succeeded" it will be confirmed in an hour or so.

Use -zaptxwallet or something like that in the Bitcoin Core wallet, look it up, it works when this happens. I have never had  any problems if I used the required or might I say recommended fee, so always send the recommended fee or expect problems.

Oh my god, this is unbelievable. I have not done any transactions recently. I did not know about this. I feel sad when transactions are still stagnant. It's bad, it's the only trouble affecting bitcoin at the moment. Bitcoin has been branched for a while, and delays are the reason people get there. It should be repaired as quickly as possible, if it continues to exist, people will aversion to bitcoin. That is a disadvantage.

Electrum (which OP said he is using) is an SPV wallet and does not have such features. that is for a full node (bitcoin core).

to OP: wait an hour or so and if your transaction as not confirmed then either spend the funds that are back in your electrum wallet again or copy this:

even a year ago if you paid the same low fee (10 satoshi per byte) your transaction would have been "stagnate"!

Do youreself a favor; use the recommended fee. I never had any problems by doing that for the last 3-4 years.

Until then use the "recommended" fee.

There are currently 9 confirmation for this transaction so problem is solved.If you add at least 10k fee then any stuck transaction can be very easy speed up with ViaBTC.Block increase will help in future for sure,but correct fee should always be included especially if you need a quick transactions.
