Can't get bitcoind to bind to default port on ubuntu livecd

I'm trying to get bicoind running after I boot ubuntu 16.04 off a live cd.  The debug log says it failed to bind rpc to port 8332 of 127.0.0.1.  netstat shows that port is unused.  I tried as root and as user.  The loopback is up and pingable.

Does anyone have any ideas?

Can you post the debug.log (if it exists)? Have you tried setting the rpcport to be a different port? What do you have set in your bitcoin.conf file (if it exists)?
