Okay, so me and some of my friends are wanting to start a pool.  We have read through all kinds of forum posts and whatnot but the problem is, all the info we see either doesn't work or is from someone that hasn't finished what they are doing.  So lets act like we are starting this fresh.  What are the steps to host a pool on a windows box?  Please, step by step.

It is a common myth that Bitcoin is ruled by a majority of miners. This is not true. Bitcoin miners "vote" on the ordering of transactions, but that's all they do. They can't vote to change the network rules.
