HI

I deleted my old bitcoin core. I downloaded 0.14.0 version  I was hoping that I could generate a new passphrase. I looked under setting and it asked for
old passphrase and there was a place to insert a new one.  I do not remember  my passphrase from the bitcoin core that I deleted. How can I generate
a passphrase/new passphrase??? Or is there some other locate in which I can insert a passphrase???

The Bitcoin Core data files (including your wallet) are not deleted when you uninstall and reinstall Bitcoin Core. Furthermore, you cannot change your password or access your Bitcoin without knowing the previous password. Reinstalling Bitcoin Core is not going to change that. If you have forgotten your password, your Bitcoin is lost. The password is tied to the wallet file, not the install of Bitcoin Core.

If you mean under the eencryption part of the wallet? If so your Bitcoins are probably gone because the password is needed to decrypt private keys which are the part that controls yhe addresses/money stored.
You may be able to search for a brute force application that can get them back for you (check somewhere like google and github for this).
Only use other apps as a last resort and run them offline so your private keys aren't stolen.
