Is there any 3d graphic designers and photoshop experts?

Need 2d game assets in 3d style to be created. Background + 1 animated hero.

Check in the marketplace>services section. There are lots of designers/illustrators etc who offer their services there. Alternatively you could buy a gig or two on fiverr.com or freelancer to outsource your work (although neither accept BTC to my knowledge).
