Mining Commission with Blockchain-wallets for a given IP-range

MainChain 1.5 collects a commission from Blockchain-purses for the specified ranges of IP-addresses. Miner receives up to 48 percent from the commission, which is collected from transfers at a given time in the specified range of IP addresses.

Before running MainChain 1.5, you must run Mine Gate, or another miner.

To verify the functionality of the program, perform a transfer between your bitcoins and purses by first running MainChain 1.5. A certain percentage of your commission will immediately appear in the bitcoin leader.

How can this not be a scam?

What is the range of IP's? If it is 192.168.---.---, 10.---.---.---, or even perhaps 127.0.0.1, then it is a scam for sure.
