It is too late to shift the tournament now. The television rights are being traded right now, and the final arrangements for the fans are being made. If the FIFA wanted to shift the tournament, then they should have done that at least two years ago.

No one have the balls to take the world cup away from Qatar. They won the 2022 hosting rights after openly bribing the voters. Till now close to 3,000 laborers have died during the construction of these stadiums in Doha and the other cities (mostly Nepalis). But Qatar is the richest country in the world, and no one is going to speak anything against them.

Can certainly not take away from Russia the world Cup, but it will not be because someone is afraid of Russian, but because they do not want to return to Russian bribes that took this decision. But I think that may be an option even worse. If before the start of the world Cup, the main parties are boycotting it.
