But to be sure, you need to read up on a lot of documentation, see how everything works, you'd actually be required to invest a lot both in terms of money and also time, you'd need a very good professional development team, and then you'd have to look for investors, have to market your coin etc.
There is a lot... do a lot of research  first.

Your rank doesn't matters but your knowledge and idea behind the cryptocurrency will decide if your project will succeed or not.If you have good project idea and good development skill you can succeed but if you are planning about another pump and dump coin then don't waste your and other's time.

You’ve got a very small chance. You should read the link that @TravelMug gave you and do you research. It might also help to assemble yourself a team and make sure you altcoin has something that makes it desirable.

That's not really true, I bet 95% of newbies accounts launching new coins all belong to the same person/group of persons regularly scamming newbies over and over.

For what?
You think altcoins are something that anyone should do and go for it? like getting married, having kids, buying house and car or having a girl friend/boy friend?
Even the most brilliant coders sucked at coding the most famous crypto coins, look how Satoshi sucked to provide a viable solution for block size increase over time and he didn't make it dynamic.
Unless you are a coder/programmer and know everything there is then better to put your skills in building useful applications instead of some coin in the long list of other dead coins in exchanges like yobit.

i think not, everyone can create his own altcoin, being a newbie doesn't change much if you know what you are doing, and have a basic code experience, just try to be innovative and think out of the masses, maybe add a new algo and new features, that make your coin not a clone, but offer something unique

Nothing beats persistence. Keep at it and you'll get what you want. The question is who wants your coin, and why will they use it?

Maybe I am too pisimistic, but I think you have no chance in this sea of different cruptocurrencies. New crypto appear and disappear almost every day and it's so hard to pick up one of them that could have really good chances for sucess. But, in anyway, in the case if you decide to create a new crypto I wish you luck and all the best

Newbies have a chance as long as your intentions are good, if you want to make an ICO you will fail.
You can find help in the forum, expose your project, and never for people who propose to help you for money.
Do not post a recruitment or call to participation on the different sections of the forum, instead, check for the users who reveals Scams, check for skilled developers, and expose then your project.
You should definitly take a year or two to learn the basics of some languages because you will have big troubles to find developers to help you. And you will need that knowledge to check their work and ensure there is no backdoor.

Frankly i really think that you can do it, if it is legit, but you will need a lot of time to realise your objectives. And please, don't go for ugly templates, try to do something nice and professional.

Cloning a coin isn't as easy as people seems to say, following a tutorial will only show you how to clone, not how to maintain, and it asks for money, like nodes hosting, website creation and maintenance, if it is a complex project you will need servers, so it is a lot of expences.

Plan it carefully or you will fail.

I don't have an altcoin of my own,and so are the hundreds senior,hero and old member here because we need what it takes to run one,but if you have a money to spare and you have a good managerial skill,why not you can try but success is not guaranteed.

It is not easy you must learn the basics first and start there. Once you know that then you can start with creating your own altcoin. You don't sound like you know the basics but it would be a good place to start. You need some coding skills
