Is it effective to solo mine, and approximately how long do you have to wait to find a new block with that card and a i7-3770K CPU OCed to 4.2GHz?

Like can anybody tell me the optimum command line to use to start CGminer with AMD Radeon 7950 card? If I solo mine how long would it take to find one block?

okay i have to set a environment variable in windows.
This is the answer
but approximately how long it takes to find a block for a speed of 600Kh/s?
