there is nothing certain about the status of bitcoin in Russia,so I highly doubt they can establish any "crypto valley"
especially in Crimea, which is seemed as the main reason for sanctions against Russia
establish such a zone in an area that has been seen as a no go area for many businesses is not very reasonable
but the political situation can change any day,we all see how it goes -today you are a valued ally (Saudi Arabia, for example)
and tomorrow you can be the root of all evil and the last dictator
