Tried using the blockchain.info app on my phone to import a private key from a paper wallet, but looks like that functionality doesn't exist in the app - only scanning addresses to send to.  Does anyone know of an android app that allows importing paper wallets, or do I need to lug my laptop and webcam around if I ever want to load up a paper wallet for spending?

I am not quite understand your question. I only dealt with qr code in my iPhone. So....Anyway, I googled "android qr code" and found this passage. I hope it may be of some help.
