if you want to own a virtual currency then there is nothing illegal. all you need is a good developers team and some really good motivation for the coin. as you know a good marketing can do lot of stuffs so that's all it requires.

Yes, you can have your own currency. As long as Bitcoin and other crypto currencies are legal, yours will be too.
The problem is in convincing others to use your currency.
