Looks like a big scam, he probably is selling giftcards but they are definitely not legally obtained and you risk losing your amazon accounts if you use them. I've had previous experience if big discounted amazon giftcard sellers, they work most of the time but then you get screwed the one time they don't work

Yes of course they could and they do. It is documented all over this forum of people being charged back and/or banned.  If determined illegal  (and 99.999% sure these are hacked, stolen or carded) they will either charge your account the amount of the bad card  AND certainly will close it especially if you don't pay up what you cheated them out of.  Aside from that you are "receiving stolen goods" so if they really want to get nasty they could file a police case (although I doubt they would do that unless they just want to make an example of you).
