Sorry, I don't get it. Who cares either a banker has a motivation to win or not since a game is provably fair? His motivation changes nothing. What he can do though is to set a house edge, but I think if he operates a gambling site with decent design and 24/7 support he just can't survive without a house edge. So it's up to players to decide whether they want to spend their time in a nice environment accepting a banker and his house edge or they want to play one on one without any additional features but also without any additional pay, but it has nothing to do with fairness.
