I sent it using blockchain, it is not getting confirmed, is fee too low?

The transaction fee is too low. Unfortunately you decided to use blockchain.info's wallet so there is not anything that can be done about.

When I use blockchain usually confirmation comes within 2 hours

Try to use ViaBTC TX Accelerator:
https://www.viabtc.com/tools/txaccelerator/
It should work, because I calculated the amount of BTC per KB and it should work without CPFP systems or any new inventions. Your transaction ID is over addresses label, but under Transaction inscription. Copy TX ID to ViaBTC accelerator system, type captcha and when ViaBTC mines his block, it will (probably) include your TX.

It says is too busy at the moment, there are 40k+ unconfirmed transactions, definitely is not only low fee

Just try to wait because there are many transactions now are being stock on the network. Just try accelerator that mentioned above so it help a little to push your transaction
