What type of member is need it in order to post an avatar?
Just like what achow101 mentioned, it's Full Member and above who can use avatars however, there are Newbies, JR Member and Members out there that uses an avatar and this is because there was a time last 2015 or early 2016 when admin trying to adjust the settings of our forum and it allowed everyone to have an avatar including Newbies, JR Member and Members also during the early days of our forum, avatars are allowed to Newbies.
