I searched, but I couldn't find anything. I have the following files "armory_XXXXXX_encrypt.wallet" and "armory_XXXXXX_decrypt.wallet"  dated after the wallet was created.

Is the "decrypt" file able to be imported onto a fresh install and still be able to spend the coins without the passphrase? Whats the purpose of these encypt/decrypt of the files?

Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.

Armory does not append file names with encrypt/decrypt. You can try to have Armory load these, but I don't know how that affix got in there.
