The rule in the SPL is not how much money they spend but the limit for foreign players and 1 club is still allowed to add up to 8 foreign players (outside of local) in their squad so it doesn't matter how much money they spend as long as they can afford it then it's not a problem but they cannot exceed the quota set in the regulations.

FIFA is not not touching the SPL in financial matters but for now SPL clubs have complied according to existing procedures so it would be funny if in the end FIFA came in and contributed to the FFP problem because Arab clubs did not violate anything.

I've never seen any FIFA official statement concerning the very expensive transfer deals from the Saudi Arabian clubs, any move to investigate them and possibly sanction them.
The Saudi clubs I believe knew the FIFA rules before the huge transfer deals that the got involved in and would not want to get in the black books of FIFA hence the reason to not fault FIFA's financial rules. Though the transfers were very lucrative, I still don't think they breached FIFA rules until the football body says otherwise.
