Remember Barcelona initially made an offer of around €100 million which Atletico Madrid rejected, knowing fully well that Barcelona is struggling financially at the moment but still wants to sign Alvarez, Perez reportedly offered €150 million. Now that Atletico Madrid has also rejected it, Barcelona are now aware that they have to make an offer above what  Real Madrid offered to stand a chance of signing Alvarez this summer and we know they can't pay up to that for Alvarez as it stands. So Perez has indirectly put an end to Barcelona's quest to bring Alvarez to the Camp Nou this summer.

No, Real Madrid did not sent 150m Euros to Athletico Madrid for Julian Alvarez. They made the offer worth that amount but Athletico Madrid rejected the offer out rightly. You can not just send the money when there is no agreement yet.

Of course, Real Madrid offer is too huge for a player like Alvarez. I know he's good but Madrid overpriced him making that offer. Alvarez with his current stats shouldn't worth anything higher than 100m Euros.
